State Duma deputies approved the bill on consumer loans

The State Duma deputies in the second reading adopted a bill proving to settle a number of issues related to the issuance of consumer loans by banking institutions of the Russian Federation. The second reading of the State Duma of the Russian Federation adopted in the second reading provides for a number of changes regarding issues of issuance by banking institutions of cash loans from the category of consumer. The changes concern primarily the full cost of the loan issued by the borrower. According to the new bill, the indicated loan amount cannot be more than one third of the average market value calculated by the Bank of Russia. However, if the market conditions are subjected to significant changes and their influence on the amount of the total cost is significant, from the part of the Central Bank this restriction may be canceled for the required period of time. In this case, Russian citizens who decided to apply for a loan will be able to receive a loan in the amount established by the Central Bank, based on the current financial situation. According to the provisions of the bill adopted by the deputies of the State Duma, the Central Bank will calculate the average market value and publish it once a quarter. The proposed bill provides for the settlement of relations between borrowers and credit organizations (or non -credit financial institutions) in cases where consumer loans used by citizens for home, family, personal or other needs that are not related to the implementation by borrowers of entrepreneurial activity. The provisions of the bill provides for the issuance of such loans, except for banking institutions, microfinance organizations.
